Section: Domestic – Environment

There are three big drivers of weather for any place on Earth: the latitude, the local environment, and solar system cycles.

’Climate’ is just the notional 30-year average of weather, so climate is controlled by the same big three factors that drive weather, and not one is measurably affected by the trace amount of carbon dioxide gas in the atmosphere.” Viv Forbes.

Philosophy (Background, Issues, Objectives):

The National Science Foundation (NSF) was created in 1950 with a mandate to further science, engineering and technology in the United States.

The mission of the Environmental Protection Agency is to protect human health and the environment.

o   Clean Air Act

o   Clean Water Act

o   Comprehensive Environmental Response, Compensation, and Liability Act (Superfund)

o   Safe Drinking Water Act

o   Solid Waste Disposal Act/Resource Conservation and Recovery Act

o   Oil Pollution Control Act (1990)

o   Environmental Planning and Community-Right-To-Know Act

o   Federal Insecticide, Fungicide, and Rodenticide Act

o   Toxic Substances Control Act

o   Pollution Prosecution Act of 1990

o   EPA’s Office of Enforcement and Compliance Assurance in coordination with the Department of Justice and EPA’s 10 regional offices provide day-to-day federal enforcement activities, monitor compliance, provide incentives, and fines.

Smog consists of ash particles, unburnt fuels, and noxious gases produced by the inefficient combustion of anything, usually in open fires or obsolete boilers engines or smelters with no pollution control equipment.

o   Smog is air polluted with particulates and noxious gases.

o   Wind-blown dust and volcanic ash add to the haze.

o   There are no particulates or noxious components in carbon dioxide, and therefore CO2 plays no part in creating smog.

o   All gases in the atmosphere have an effect on global climate, usually a moderating one, reducing the intense heat of the midday sun and reducing the rate of cooling at night.

Air pollution is a real issue unsupported by reliable scientific proof.

o   Fine particulate levels declined by 42%.

o   Oxides of nitrogen decreased by 41%

o   Sulfur dioxide dropped 66%

o   Peak ozone levels fell 30%

o   Carbon Monoxide diminished 75%

o   Airborne lead has been virtually eliminated, plummeting 96%

o   When EPA studies were challenged, the EPA refused to turn over the data to Congress.

o   No believable study has demonstrated that soot and smog at current levels cause any health problems.

Global Warming has been revealed as “junk science” hysteria whose real objective is global socialism and redistribution of wealth.

o   The “hygiene hypothesis” relies on the lack of attainment of some level of cleanliness as the cause of some outcome or disease.

o   The “linear no threshold hypothesis” relies on the trace presence of some element supposedly causing some outcome or sickness.

o   Carbon Dioxide (CO2) is a naturally occurring gas that is necessary for life to continue.

o   CO2 makes up less than four hundred parts per million (0.038%) by volume of our atmosphere.

o   Humankind’s contribution to atmospheric CO2 is just over 3%.

o   Water vapor (clouds) is responsible for 95% of the greenhouse effect.

o   11 year “Schwabe” sunspot cycle.

o   87 year “Gleissberg Cycle” of solar variations.

o   210 year “Seuss Cycle” of solar variations.

o   1,500 yearDansgaard-Oeschger Cycle” of solar variations.

o   5000 years ago, global temperatures were several degrees warmer than today.

o   Ordovician Period, 440 million years ago, had CO2 levels 16 times higher than today.

o   Cretaceous Period, 140 million years ago, had CO2 levels 8 times higher than today.

o   Medieval Warm Period from 900-1300 AD.

o   Little Ice Age from 1500-1800 AD.

o   New Ice Age was predicted from 1895 to 1930.

o   Global Warming was predicted from 1930s to 1960s.

o   Imminent Ice Age was predicted in 1970s.

o   The sunspots and cosmic rays have a 79% correlation with our thermometer record since 1860.

o   Increased levels of atmospheric carbon dioxide have produced no deleterious effects upon global weather, climate, or temperature.

o   There is no credible proof that human interaction has had any significant impact on the weather.

§  Warmer temperatures have preceded increases in atmospheric carbon dioxide levels by hundreds, if not thousands of years.

§  There is no correlation between carbon dioxide emissions and global temperature.

§  There are no climate models that predict trends and changes in global climate with any degree of accuracy.

o   Temperatures are also getting hotter on Mars.

o   Magnetic reversals, as revealed by magnetostratigraphy, "appear to occur in sync with ice ages" and other measurements of time.

o   The Earth is at the end of a cyclical interglacial period, about 11,500 years in length, and it has been 11,500 years since the last ice age.

o   Short term forecasts are routinely inaccurate and feed weather hysteria.

§  The CO2 levels have only a 22% correlation with our thermometer record since 1860.

o   Hurricane predictions inflated the number of named storms and still missed forecast.

o   Environmentalists have a history of incorrect predictions based on incomplete information.

§  In 1920s weather alarmists predicted Global Warming.

§  In 1968 Paul Ehrlich predicted major food shortages causing hundreds of millions to starve to death in the 1980s.

§  At first Earth Day celebration in 1969 the threat of a new ice age was equated with nuclear war as a likely source of wholesale death and misery for mankind.

§  In 1970s weather alarmists predicted the Next Ice Age.

§  Now climate alarmists, proselyte by Al Gore, predict catastrophic changes within 50 years.

o   The field of geo-engineering has sprung up claiming the ability to control the Earth’s environment.

§  The National Academy of Sciences, NASA, the Department of Energy, and several leading academic scientists have studied geoengineering and concluded that it could be (as the National Academy put it) “feasible, economical, and capable.”

§  No country has attempted geo-engineering yet, even on an experimental basis, but I believe it is only a matter of time before someone does.

§  The science is still in its infancy, and will remain so until there are field experiments to test the theories and models that scientists are working with today.

§  Governance agreements must be established that promote transparency, trust, and international dialogue as a means of addressing legitimate national concerns about geo-engineering’s potential hazards.

o   Knowing the primitive state of climate modeling, it is at least irresponsible to use such flawed methods to intentionally affect global public policy-making.

o   When the altered data was compared to older charts the changes were obvious.

o   Satellite data did not confirm this altered reality.

o   First, warming is the result of man-made CO2.

o   Second, such warming is harmful, even catastrophic.

o   Third, a program of policies and actions can prevent these harms.

o   So far, despite more than $9 billion in research by the U.S. alone, none of these assumptions have been proven.

o   Scientists can't agree on how much the climate is changing

o   Scientists can’t agree on whether change is shaped more by human activity or natural cyclic variations.

o   Scientists don’t agree on trending of storm numbers or severity, neither on the extent or timing of sea-level sea changes, glacier melt rates, effects on agriculture, or net impact on human welfare.

o   Low Carbon Economy Act would cost $1 Trillion in the first 10 years and lower CO2 by 23ppm, reducing global warming by .18 degree Centigrade!

o   Free Enterprise Institute estimates economic contraction that will cost each U.S. family $10,800 by 2020.

o   To decrease carbon emissions by 33%, remove every car and truck from the roads, ground every airplane, and shut down every gas station in the U.S.

o   To decrease carbon emissions to 73%, shut down the electrical grid, with the exception of areas supplied only by nuclear plants, windmills and dams in the U.S.

o   To decrease carbon emissions to 90%, no computers, no lights, no cars, no air conditioning in the U.S. would still not achieve the 90% target

o   Global change “deniers” do not reject the factual proof, only the hysterical projections.

§  155 countries refused to sign Kyoto Protocol energy rationing scheme.

§  Thousands of global scientists signed petition refuting Global Warming conclusions.

§  December 2007 study found climate change models based on human influence do not match observed warming.

§  American Physical Society has reversed its stance supporting on climate change.

o   The two International Conferences on Climate Change concluded there is no “consensus” on climate change.

o   EU Renewable Energy and Climate Plan Package have set unachievable goals to replace Kyoto goals.

o   More and more data is accumulating to substantiate Global Cooling rather than Global Warming!

§  Many [scientists] are now searching for a way to back out quietly (from promoting warming fears), without having their professional careers ruined.

§  Despite the overwhelming contradictory science, the promoters and enablers of the Global Warming panic lack the courage to admit they were wrong…and move on.

o   Polar Bear population is increasing, but Department of Interior announced they are “threatened.”

o   Inuits harvest polar bears for their livelihood and don’t want them listed as threatened.

o   Polar Bear impact will be used to thwart ANWR exploitation.

o   Cap and Trade is best described as like “medieval priests selling an indulgence that forgives your carbon sins.”

o   Carbon credits are bought and sold on carbon trading markets just like stocks, but contrary to stocks, carbon credits have no actual value.

o   Carbon taxes may be used as punitive carbon tariffs and trade barriers.

o   Government set targets will be based on junk science with unattainable goals.

o   Unattainable goals will then force income redistribution to low tech countries.

o   GAO estimates that Cap and Trade will siphon off .9% to 3.8% of GDP by 2030.

o   Cumulative GDP losses at least $1.7 trillion that could reach $4.8 trillion by 2030.

o   Single year GDP losses of at least $155 billion that could exceed $500 billion.

o   Annual job losses could exceed 500,000 before 2030 and could exceed a million.

o   Average household will pay $467 more each year for its natural gas and electricity.

o   MIT study estimated cost of Cap and Trade as $3,900 per household. per year.

o   65% of American public is against spending to fight global warming.

o   71% of American people reject higher spending for electricity, while 16% object to paying more than 12% for electricity.

o   90% of Americans oppose Warner-Lieberman’s costs for both gasoline and electricity.

o   Emma Brindal, Friends of the Earth Australia, revealed the real environmental agenda “A climate change response must have at its heart a redistribution of wealth and resources

o   Vaclav Klaus, Blue Planet in Green Shackles, wrote: "The largest threat to freedom, democracy, the market economy and prosperity at the beginning of the 21st century is no longer socialism. It is, instead, the ambitious, arrogant, unscrupulous ideology of environmentalism.”

o   The Intergovernmental Panel on Climate Change (IPCC) was published to document climate change facts, conclusions, and recommendations.

§  The IPCC Assessment Reports contain erroneous scientific arguments, which have been disproven, but never retracted or formally corrected.

·         The IPCC has never succeeded in demonstrating that climate change is significantly affected by human activities, in particular emission of “.”

§  A group of scientists called the Nongovernmental International Panel on Climate Change (NIPCC) has produced an 880-page rebuttal of the latest IPCC report containing more than 4,000 references to peer-reviewed science.

o   The report has been vigorously and critically undermined, scientifically denounced and found wanting from both notable scientists here and abroad.

§  A review of the research literature concerning the environmental consequences of increased levels of atmospheric carbon dioxide leads to the conclusion that increases during the 20th and early 21st centuries have produced no deleterious effects upon Earth's weather and climate.

§  Predictions of catastrophic global warming are based on computer climate modeling, a branch of science still in its infancy.

§  Increased carbon dioxide has, however, markedly increased plant growth.

§  While major green house gas H2O substantially warms the Earth, minor green house gases such as CO2 have little effect.

§  Solar activity and U.S. surface temperature are closely correlated.

§  We also need not worry about environmental calamities even if the current natural warming trend continues.

§  Human use of coal, oil, and natural gas has not harmfully warmed the Earth, and the extrapolation of current trends shows that it will not do so in the foreseeable future.

o   Just about all of the underlying climate change science has been debunked or disproven:

§  ClimateGate – East Anglia CRU systematic suppression and discrediting of climate skeptics' views and discarding of temperature data.

§  FOIGate – East Anglia CRU refusal to release global warming documents sought in 95 Freedom of Information Act requests.

§  ChinaGate – Chinese weather station measurements not only were seriously flawed, but couldn't be located.

§  HimalayaGate – An Indian climate official intentionally exaggerated when Himalayan glaciers would melt away.

§  PachauriGateRajendra Pachauri defended the Himalaya melting scenario, until the melting-scam perpetrator confessed, then admitted to making a mistake.

§  PachauriGate IIPachauri also claimed he didn't know before the climate summit meeting in Copenhagen that the bogus Himalayan glacier claim was sheer speculation.

§  SternGate – U.K.'s 2006 Stern Report, an economic doomsday prediction commissioned by the government has been quietly watered down after publication.

§  SternGate II – Robert Muir-Wood was misquoted as his research showing a link between  global warming and more-frequent and severe floods and hurricanes.

§  AmazonGate – The IPCC claim that global warming will wipe out rain forests was fraudulent, yet advanced as "peer-reviewed" science.

§  PeerReviewGate – The U.K. Sunday Telegraph has documented at least 16 nonpeer-reviewed reports that were used in the IPCC's climate change bible.

§  RussiaGate – Russian investigators concluded readings from the coldest regions of their nation had been omitted, driving average temperatures up by half a degree.

§  Russia-Gate II – Tree-ring data from Russia indicated cooling after 1961, but was deceptively truncated and only artfully discussed in IPCC publications.

§  U.S.Gate – The U.S. National Climate Data Center has been manipulating weather data with most of the deleted stations were in colder regions.

§  IceGate – The IPCC based its findings of reductions in mountain ice in the Andes, Alps and in Africa on a feature story of climbers' anecdotes in a mountaineering magazine.

§  ResearchGate – Penn State found "further investigation is warranted" to determine whether Michael Mann engaged in actions that "seriously deviated from accepted practices for proposing, conducting or reporting research or other scholarly activities."

§  ReefGate – Advocacy articles by Greenpeace, the publicity-hungry advocacy group, were used as the sole source for claiming of coral reef degradation.

§  AfricaGate – The IPCC claim that rising temperatures could cut in half agricultural yields in African countries came from a 2003 Canadian environmental think tank paper.

§  DutchGate – The IPCC also claimed rising sea levels endanger the 55% of the Netherlands it says is below sea level, when 20% is actually below sea level.

§  AlaskaGate – Geologists for Space Studies in Geophysics and Oceanography say previous studies largely overestimated by 40% Alaskan glacier loss for 40 years.

·         When scientists look objectively at effects of Global Warming, the net effect is lives are saved.

o   Global Warming zealots have hyped lies lost due to predicted heat wave.

o   However when winter warming is factored in, many more lives lost are avoided.

o   More carbon dioxide in the atmosphere is beneficial invigorating vegetation growth and speeding plankton growth.

o   Through history humans have adapted to climate changes.

o   Sustainable development is rooted in government controlled land use planning first articulated in German National Socialism (Nazi) lebenscraum.

o   More than 178 nations adopted “Agenda 21” as official policy during a signing ceremony at the Earth Summit.

§  US President George H.W. Bush signed the document for the US.

§  In signing, each nation pledge to adopt the goals of Agenda 21.

o   The U.N. goal is to move the United States into a global government by environmental regulations and a vast network of taxes.

§  These newly imposed taxes will give the U.N. a tremendous stream of money in addition to U.S. dues and congressional appropriations.

o   Advocates of Agenda 21 talk about the three E's of sustainable development: economy, equity and environment.

§  Equity means replacing our American constitutional system with central planning and social justice, which is a code word for redistribution of wealth, abolition of private property rights and giving favored corporations tax breaks, grants, and use of eminent domain.

§  Economy means shifting from a private enterprise system to government, private-corporation partnerships, which would be a giant step toward total government and U.N. control of our economy, with the ability to redistribute our goods and services to foreign countries.

§  Environment means giving animals and plants more rights or equal rights with humans, also promoting worship of nature and mother Earth. Advocates of Agenda 21 believe the earth is overcrowded, demanding an 85% reduction in human population.

o   The Global Recording Institute is a non-profit entity which “promotes the use of sustainability reporting as a way for organizations to become more sustainable and contribute to sustainable development.”

o   In 1995, President Bill Clinton signed Executive Order #12858 to create the President’s Council on Sustainable Development in order to “harmonize” U.S. environmental policy with UN directives.

§  The EO directed all agencies of the Federal Government to work with state and local community governments in a joint effort “reinvent” government using the guidelines outlined in Agenda 21.

§  Over 1,600 towns and counties in the U.S. are members of the International Council for Local Environmental Initiatives (ICLEI) changing their zoning laws to support sustainable development.

o   The Draft International Covenant on Environment and Development (DICED) is a blueprint for a constitution of Global Governance.

§  The first version of the Covenant was presented to the UN in 1995 as a negotiating document for a global treaty on sustainable development

§  The current version has 79 articles that translate the Sustainable Development principle described in Agenda 21 into global laws.

o   All signatory nations would become centrally planned, socialist countries where all decisions would be made within the framework of Sustainable Development.

Junk science” caused DDT to be banned across the world.

o   Fallacies of scientific inquiry include confusing temporal with causal relationships (post hoc, propter hoc fallacy); reporting results that are within normal range of events (noise) or projecting observations of a specific event and projecting it to a general rule without good evidence (inductive error); and relying on a theory by an authority, by consensus, or by popularity without proper evidentiary challenge.

o   Another fallacy is denigration and rejection of opposing, even minority viewpoints without proper testing and evaluation, or asserting that a pile of weak studies makes for strong evidence, and relying on quantity rather than quality of evidence.

o   Less well-understood fallacies of scientific inquiry are intentional or negligent deception by misuse of relative risk as absolute risk and the more common deceit, misuse of the words "statistical significance" to imply good evidence.  Statistical significance is a statistical test that does not address the reliability of the evidence -- just whether the study avoids excess randomness errors.

Conceptually recycling is a wonderful idea; too bad it is ineffective and not cost justified.

An Asia-Pacific Partnership on Clean Development and Climate (AP6) was formed for voluntary emissions-reductions steps and technology transfers.

Corporate Social Responsibility (CSR) movement had business executives spending corporate capital on programs and policies that contribute very little to profitability and, in some cases, harmed their companies’ bottom lines.

Environmental activists are endorsing tactics that define them as a new brand of domestic terrorists.

o   The Deep Ecologists' philosophy came together in 1973 with a treatise by a Norwegian philosopher, Arne Naess.

§  Naess said that humans didn't rank above other creatures.

§  The right of all forms [of life] to live is a universal right which cannot be quantified.”

§  “No single species of living being has more of this particular right to live and unfold than any other species."

o   Environmentalists predict that the 21st century will be an era of environmental justice with freeing of nature from enslavement by man as the main objective for this period.

o   Wild Law - a concept that acknowledges that the elements of nature have rights and that humans exist on an equal plane with other members of the "Earth Community" - is gaining acceptance.

o   Friends of Earth (FOA) devoted itself to making our lives miserable in the name of the environment.

o   Oceana and the Center for Biological Diversity assert that “Ships are major source of greenhouse gases emissions.”

o   Australia is considering a “baby levy” with a $5,000 birth tax with a further $800 per year to pay for future additional greenhouse gas emissions and consumption of resources.

o   No-growth, anti-American “red” greens use global warming and other green issues to destroy capitalism and replace it with socialism (think ex-communists).

o   Pro-growth, capitalist “green” greens see riches to be had in solar energy and battery driven cars (think “gurus’ such as Al Gore).

Principles:

Government must serve the people of this country first.

Environmental regulation must be fact based and statistically valid.

Green Conservatism must be pro-freedom, pro-market, and pro-environment:

Recommendations:

Short Term, Reduce EPA funding to FY2008 levels.

Require a complete and objective cost benefit analysis for all environmental regulations.

o   Reject carbon dioxide labeled as a greenhouse pollutant, since it encourages biologic growth.

o   Reject Agenda 21 as a backdoor implementation of one-world government.

§  Defund the Global Climate Change Initiative.

o   Reject the Kyoto Protocol as a global warming hysterical over-reaction.

o   Reject the use of “Social Cost of Carbon” as a totally artificial technique for monetizing global warming benefits.

o   Reject “Cap and Trade” legislation as expensive and ineffective, except to alleviate guilt.

§  Reject Cap and Trade ‘tax’ as government intrusion into the energy free market.

§  Reject Cap and Trade exchanges as a lucrative new business for environmentalists.

o   Acknowledge and publicize vast progress made in the last 20 years improving air quality.

o   Restrict EPA ability to regulate emissions under the Clean Air Act.

o   Eliminate subsidies for all forms of energy.

Support international voluntary cooperation and sharing agreements, such as AP6.

Reject Corporate Social Responsibility (CSR) business practice as leftist extortion and a waste of scarce resources, with little real impact on business performance or corporate perception.

Eliminate obsolete and unwarranted programs

Long Term, Reduce EPA funding to restrict mission to pollution control.
